- Creating a waste collection system: As per the framework for Extended Producer responsibility, every manufacture has to setup a waste collection system. That system should be designed as per the provisions of the Extended Producer Responsibility rules and the rules of the state department.
- Ideally, the government prefers if the licensees are able to setup such a system on their own. But if they can’t, the government has given provisions that allows them to jointly own such a system and take responsibility of its maintenance.
- Collection of plastic is mandatory: Producers, importers or brand owners who have introduced plastic products in the market, have the responsibility collect these products once they reach the end of their life cycle. To avail such an endeavor, they have to establish a plan for a waste collection system.
- Once created, that plan has to be submitted to the State Department for approval. Upon obtaining the approval, they must follow through with the plan on a mandatory basis.

Phasing out the products:
The products that are make of multi-layers plastic, are non-recyclable and have no scope of recovering energy must be put out of use after two years. In simple terms, the products make of such non-recoverable plastic must be stop from being produce in two years.
- EPR certification: All the importers, manufacturers and brand owners of a manufacturing domain must obtain a certificate of registration, also known as the EPR license from the state department.
- Not using plastic product beyond expiration: Ever brand owner of a manufacturing company, every manufacturer and every importer can only be allow to either manufacture or use any plastic or a multilayered packaging made up of plastic if he or she has obtain the EPR certificate.
- Maintaining a record of plastic usage: After obtaining the registration, the licensee has to maintain a record of every plastic used as raw material to manufacture following articles:

- Plastic Sheet
- Plastic cover
- Multi-layered packaging
